In 1989, was created the organ decentralized of the SCT, Mexican Ports, which had its main objectives as follows:

• Arrange, programme and implement actions for the national port development.

• Propose the delimitation of the port areas.

• Construct, extend and determine the technical requirements of maritime and port equipment.

• Promote and contribute to port facilities.

Mexican Ports became for the first time an Entity able to provide with the financial resources that were generated in the ports, through takings of duties by the use of port infrastructure (Port, berthing, wharfage and storage), while grouped functions of several units that were related with the ports, facilitating and simplifying in this way, the procedures to be performed by users.

The actions undertaken by Mexican Ports gave rise to the ports country restructuring, from the enactment of the port law in June 1993.
